Douglas McArthur OBE


Douglas’s career has encompassed FMCG marketing (with Procter & Gamble and Campbell’s) advertising (as planning director in several agencies) and notably media marketing as the founder of the Radio Advertising Bureau. Douglas chairs the UKOM board and helps steer UKOM in directions that benefit its users. His passion is theatre, having served on the Arts Council and on the board of several theatre companies.

Ian Dowds

Chief Executive

Ian cut his teeth in media at ITV and went on to leadership roles at MindShare, Turner Broadcasting System, Specific Media, Trinity Mirror and InMobi. Appointed UKOM’s first CEO in 2015, Ian focuses on setting the vision, raising the profile and working with the leadership team to deliver an outstanding online audience measurement service on behalf of the UK industry. Away from the office, Ian is a father of three daughters, certain that Dorset is the best place to live in the UK, and a passionate fan of Scottish rugby.

Scott Fleming

General Manager

Scott’s role is twofold, chairing the Technical Board and dealing with the administration side of UKOM. Coming from a research background with positions at Laser (ITV), TalkSport, Carat International and Aol, he’s spent an unhealthy amount of time in research meetings and reading methodology papers. When he emerges from darkened research rooms Scott can be found hanging around in other darkened rooms, London’s live music venues. For a little exposure to daylight he’s also been known to motorcycle around his native Scotland’s Highlands.

Bill Murray

Chair, Commercial Board

After 22 years at Haymarket Media Group, Bill has developed a plural professional
life over the last 10 years and has board roles across a portfolio of digital, media and
other commercial organisations around the UK. He was one of UKOM’s founders in 2009 (while running AOP), chairs the Commercial Board and leads much of UKOM’s contractual and commercial work with research partners. Bill lives in remote Pembrokeshire where he is generally to be found on the beach or struggling to improve his golf handicap.

Julie Forey

Director of Insight

Julie’s role is to uncover consumer insights from the data and to help drive education and understanding of the value of UKOM to the industry. Julie has held senior research and insight roles at NOP (now GFK), Carlton Television, Microsoft Advertising, Xbox and AOL. Julie has a passion for football but now that her knees have given up, spends her time watching rather than playing. She is a (long-suffering) Arsenal season ticket holder and lives in London with her husband and two young children.

Richard Somerville

Technical Manager

Having trained at Millward Brown and, via Ipsos MORI, assumed the role of Board Director New Media at GfK NOP Consumer from 2002-2007, Richard has been conducting research projects about digital media since 1996. His specialisms include usability, online product and pricing development, online panel build and maintenance and audience measurement. At UKOM, he is responsible for leading technical evaluations of supplier products. An early digital convert, he also enjoys paper-based media, and music – both live and on his antique hi-fi separates.
